A congratulatory message is a
special letter or certificate which is provided free of charge for Birthdays,
Anniversaries or for a circumstance worthy of special recognition. Depending on the
occasion, a congratulatory message may be obtained from your Member of
Parliament, the Prime Minister, the Governor General, or The Queen.

must be made in writing, via either an online submission or on
paper.
